The person doing this is more weak, doesn't have the ability to generate his own energy or force.
Psychic Vampirism or people who call themselves like this are known to be undead, especially in the old cultures. This term is used and believed in occult groups, who worship the devil. It's a very freaky and scary idea, but in reality is just a person who has the ability to make another person weaker, tired more calm , sucking out all the energy, through their mental powers.
